Few Simple steps for improve website design

• Title should be less then 10 words.
• Use Meta Tags.
• Meta Keywords not more then 50 words
• Don’t use frames to develop your website pages.
• Use light color for Background of your website page.
• Make website for user/views, not for search engines.
• Use H1,H2 Tags for heading

I think you mixed up few things. Site can be good in black background color and without meta tags. Design is subjective thing.
