The best way is to buy some cheap domains and a hosting account, and develop your SEO skills on your own websites. Try different tactics on each sites and see what works, then combine working tactics to come up with better methods that have the most success.

Always try new things, experimentation is how you learn.

SEO techniques are not very hard. You can get knowledge of it from any SEO expert. After having sufficient knowledge start experimenting the techniques. This will help you a lot.

I would say, read whatever you can about SEO and at least start your own blog where you can post some articles as you also want to write.

There are lots of FREE resources of available for getting basic knowledge of SEO and for advanced knowledge, you may want to purchase some ebook.

Even i think participating in forums related to SEO discussion will add up to your knowledge. So start googling now to get yourself faimilar with basic SEO.
