Changing your design will not effect Pagerank, but it can effect your rankings if your internal navigation, content or markup tags are changed.

I always use the "Web Developer" plugin for Firefox to kill the stylesheets on the old and new designs to see how the raw content is laid out, how markup tags are applied etc to ensure the new design is not a backwards step for SEO even though it looks great on the surface. This part is a whole topic to itself to explain it all.

I used to use Subdreamer CMS for this site, and as a "wrapper" for the forum design but it was horribly bloated with tons of depreciated markup in the HTML and hundreds of hard to fix xHTML errors.

So i switched the front end to Wordpress, and coded the forum to match with Valid xHTML and rankings did improve.

As for new pages, they will be PR N/A aka Gray PR when first made like this page is now but after the update that should change if you have backlinks.

Basically Pagerank is directly connected to backlinks and not your design, you can have a blank page or a .txt document with Pagerank.

Traffic is 100 times more important than Pagerank, so focus on what really matters rather than an arbitrary number. This site is PR6, i couldn't care less if it was PR0 provided the rankings and traffic didn't change.
