Use the search feature to find the Web sites that are related to the one you are trying to get links from, then check their PageRanks (on the page you want to get the link from) using the Google Toolbar (if using IE or Firefox) or the Opera Web Development extension.

Once you have a list, send each site owner an email requesting a link to your site from within theirs.
